that they tell you about now. it involves you of victims of super storm, sandy who cannot return home or have no home anymore. our joe johns is following us in washington on this story. but what he is following is that new jersey governor chris christy is now saying that people in the affected areas of new jersey, people affected by hurricane sandy can now vote electronically. they can vote by e-mail and they can vote by fax. it is an interesting turn. joe, what are you finding out about this? >> well, it's a very interesting turn, don. as you said, in response to the super storm, the governor has issued a directive. this is for misplaced voters that can submit ballot applications by e-mail or by fax to the county clerk. the clerk sends them a ballot and then they have to return that ballot by about 8:00 p.m. on tuesday. it sounds highly unusual. to some, it may sound off the wall. but the fact of the matter is, in an emergency situation, there is some precedent for it. the united states actually has a program for military and overseas voters to basically do very similar things. so chris chri

"cnn newsroom" continues with brooke baldwin. >> thank you. good to be with you on this thursday. important jobs news with just five days to go here before the election. this is a new report, released today which indicates the u.s. employers hiring in bigger numbers than expected. let me be clear. this information, this is not coming from that all-important government jobs report. that doesn't come out until tomorrow. so today's numbers come from adp. they process payroll so let's go straight to alison kosik for this. what more do we know about this report? >> okay. what this report does, brooke, surveys how many jobs that private employers have added so it means all those industries that are outside of the government arena and what it said this time around for october is 158,000 jobs were added. and it came in better than expected, seeing good job gains in services and construction and a second report on jobs showing unemployment claims fell by 9,000 last week. decent pieces of news from the labor market but the reality is analysts say it may not have a huge imp

'm, like, this is really, really is this going to happen here? more bad weather? >> you know, without sandy, this storm that we're going to talk about is not a storm. it's not a big deal. but you have millions of people without power, you have millions of people with half of a roof off, the windows shattered, trying to survive, live in their let's head outside, and all of a sudden you get wind and rain -- not a hurricane, but 30 miles per hour. you get wind and rain and maybe even into upstate and snow. here's what's set up. still very cold in the northeast right now. the jet stream goes up and then down. when the jet stream goes down, that allows all the cold air to spill in from the north. when the jet stream goes up like that, that allows sometimes a low pressure system to come over and then back down and go up as a coastal low. it's up there long enough. i know they have natural gas there, but you can't turn on your furnace if you don't have feign to blow that around. the furnace simply will not turn on. this is a european model. we use this model really extentively especially with sand

crisis across the northeast, of course, as gas becomes scarce after sandy and folks begged for help in places like staten island. and we're going to get all of that to you in a moment. first, i want to tell you this. the reports that got the attention of the american public, american voters, and the spin teams as well. from both campaigns, as a matter of fact. now, that would be these numbers you're looking at right now. that's the jobs numbers here. they are stronger than expected. i want you to take a look. the u.s. added 171,000 jobs last month. but, you know, i must emphasize this, the unemployment rate inched up .1%. that's 7.9%. the numbers are on your screen. so more jobs than expected, but a higher rate of unemployment. both campaigns have something to chew on right now and chew they did, of course. here is mitt romney. >> he said he was going to lower the unemployment rate, down to 5.2% right now. today we learned that it is actually 7.9% and that's 9 million jobs short of what he promised. unemployment is higher today than when barack obama took office. >> now, as you migh

hope in this god awful storm we just had, sandy. it devastated parts of virginia, hit my home state of delaware, parts of maryland, but it really clobbered new jersey and occupy through the coast. every morning and after this is over, i will be on another call with the president where we speak with all the governors of those affected states and i found it remarkable. they're all acting together. they're acting like when you and i got started in politics. i mean, we did -- the governor of delaware is a democrat. on this call with fema and the defense department, everyone, along with all the other governors, is saying when asked what can you do, what do you need, governor, he said, well, mr. president, i like to say to chris, to chris christie, look, delaware has been hit, but if you need any of our charity or anybody to put -- any generators, you have been hit more than we've been hit, so we'll send them to you. the governor of connecticut saying the same thing. the mayors of these cities. ladies and gentlemen, that is -- that is how people respond in a crisis now. that's how we have

americans who are hurricane sandy victims, this super stom is now blamed for 110 tenths in this country. 1.5 million customers still no power. seven days later. and it is cold, folks. for the hardest-hit states of new york, new jersey and connecticut, this is another brutal day of recovery. mike bloomberg minced no words when he spelled out one of his most urgent concerns. >> the magnitude of the problem is we could have between 30,000 and 40,000 people that we're going to have to find housing for. we are working on it. we will continue to get this done. >> another very serious problem, finding gasoline. look at the lines. cars, home generators, a lot of them just don't have it. many stations don't have power so they can't pump the gas even if they do have it. the storm damage is keeping of tanker trucks from getting to where they need to to fill up those stations and the demand is emptying those stations' tanks when they do get filled. you can also expect sandy's aftermath to disrupt the voting tomorrow as well. mayor bloomberg saying as many as 143,000 new york city voters are going to h

. appreciate it. >>> so the rover now from superstorm sandy and what would be an unprecedented move, election officials in storm-wracked new york, they're considering drawing the election past tuesday. interesting. we thought that might happen. voters could get an extra day to cast ballots. it was only common sense, people, that they would have to do something like this. that day would be scheduled as far as 20 days after election day. late yesterday, new jersey chris christie ordered that there be extended voting hours past the weekend. power is slowly being restored. more than 2 million people along the eastern seaboard are still without electricity, 700,000 of those are in new york making for a very cold night with temperatures expected to hover just above freezing. on a positive note, though, new york city public schools will reopen tomorrow. skool schools that were heavily damaged will remain closed, and students in those schools will be assigned temporary locations. some recovery there but still a long way to go. >>> two days before election day. what have the campaigns done right and w

. >>> the victims of hurricane sandy, you can bet that the election is not top in their minds. but there are plenty of determined voters. national correspondent susan candiotti is very hard hit. what measures are being taken to try and make sure that people there are able to vote? >> well, the first thing i can tell you, fred is that more than 143,000 people just in this one bourough alone will not be going to the usual polling places that they are used to. here's why. just take a look around. i am right now walking on a boardwalk. a chunk of a boardwalk that is running 90 degrees perpendicular to where it used to be, behind me, running along the ocean. huge chunks of a boardwalk that has broken up and is now running down side streets of new york. homes here along the water front, due to flooding, people on their own have dragged all this out to the street. they have no power, look at these power lines down here. and they have to figure out how they are going to vote. nevertheless, people tell us, they're trying to do it. the board of elections is running generators out to a lot of the new polling
